“Is America listening to its East Asian allies?: Hugh White’s The China Choice”
For all the recent attention on increasing tensions between the U.S., China, and East Asian countries, regional balance of power dynamics remain muted. The past few years have seen increased Chinese assertiveness, which has led many to expect that East Asian states will flock to the side of the U.S. This has not proven to be the case, however, and Hugh White’s thoughtful and bold new book, The China Choice: Why America Should Share Power, provides some clues as to why not. White argues that neither China nor America “can hope to win a competition for primacy outright, so both would be best served by playing for a compromise.” White concludes that the best policy would be an explicit “Concert of Asia” in which the U.S. and China agree to treat each other as equals and create two clear spheres of influence. White is probably right that a U.S. balancing strategy in East Asia is unlikely to succeed – yet a concert of Asia with two clearly defined spheres of influence would appear fairly similar in the eyes of East Asian states. East Asian countries are clearly hoping to find a pathway that avoids taking sides, and the best approach for the U.S. to take is a strategy that helps them achieve that goal.
The heart of White’s book is an argument that a US attempt to create a balancing coalition in East Asia is unlikely to succeed. White writes that “Asia’s strategic alignments over the next few decades are going to be much more complicated than a simple ‘with us or against us.’…. [East Asian countries] will not sacrifice their interests in peace and stability, and good relations with China, to support US primacy unless that is the only way to avoid Chinese domination (p. 85).” If a balancing coalition against China’s rising power is both incipient and inevitable, then it is quite possible that the US can retain primacy in East Asia with general support from most countries in the region other than China. On the other hand, if few countries consider containment an option, then a U.S. attempt to lead or create such a coalition may backfire.
The debate over whether states will balance against China began almost two decades ago and continues today. All states in the region have ample evidence of China’s rising power and ambition, and could easily have already begun a vigorous counterbalancing strategy. China’s wealth, military, and diplomatic influence has grown dramatically since the introduction of reforms in 1978. While the extent of China’s power may have been unclear in the 1980s or 1990s, today China is unquestionably the second most powerful country in the world. It seems reasonable to argue that if states were going to balance, they would have begun by now.
There is no doubt that maritime disputes are becoming increasingly acute, and that China is behaving far more aggressively now than it has in the past. Some observers see this as China masking its intentions when it was weak, and revealing hegemonic ambitions as it grows stronger. Yet if China’s true intentions will only become clear when the already large gap between China and its neighbors becomes even larger than it is today, “just wait” for balancing is more a guess than any considered analysis of China itself, and provides little insight into the decisions states are making today. If China’s neighbors believed China would inevitably be more dangerous in the future, they would probably be preparing for that possibility now.
Yet as White points out, “For [America’s allies] American primacy has no intrinsic value. They have welcomed and supported it for the last forty years only because it has been the foundation of peace and stability in Asia. They will continue to support it as long as that remains true, but not otherwise (p. 85).” This is, in fact, what many of East Asia’s most serious and thoughtful leaders have been telling the United States. Singapore’s Foreign Minister K Shanmugam gave a speech in Washington D.C. in February 2012 saying:
Domestic pressures in the US and the demands of elections have resulted in some anti-China rhetoric in domestic debates…Americans should not underestimate the extent to which such rhetoric can spark a reaction which can create a new and unintended reality for the region. Such rhetoric is a mistake on many levels…The world and Asia are big enough to accommodate a rising China and a reinvigorated US.’
Meanwhile, Indonesian Foreign minister Marty Natalegawa commented on the U.S. agreement to base troops on Australian island of Darwin by saying, “What I would hate to see is if such developments were to provoke a reaction and counterreaction precisely to create that vicious circle of tensions and mistrust.” These leaders are not fringe elements with a pro-China view – they are respected and sober leaders of countries with deep ties to both the U.S. and China. Similarly, George J. Gilboy and Eric Heginbotham recently cautioned against viewing India as a natural partner with the U.S., noting that, “China has moved further in negotiating territorial disputes than India,” and “Indian and Chinese voting records in the UN General Assembly show that on issues related to Iran, Sudan, Burma, Middle East security and nuclear proliferation, China and India more often align with one another than either aligns with the US.”
Australia – often considered one of America’s closest allies in the region — is deeply engaged in a debate over how closely to cleave to the United States during the pivot. Peter Leahy, former Australian Chief of the Army from 2002 to 2008, recently argued that, “By substantially increasing its close relationship with the US, Australia may unduly complicate its relationship with China…As a sovereign nation Australia should maintain the ability to say no to the US and separate itself from its actions.” Former Australian Foreign Minister Kevin Rudd has called for a Pax Pacifica that acknowledges China’s legitimate aspirations, while former Australian Prime Minister Paul Keating wrote that, “The future of Asian stability cannot be cast by a non-Asian power — especially by the application of US military force….The key to Asian stability lies in the promotion of strategic cooperation.”
Even Japan, long the linchpin of America’s Asian strategy, is providing mixed signals. While some see renewed territorial disputes with Russia, Korea, China (and Taiwan) as a sign of Japan’s renewed vigor in international relations, just as many observers see drift, domestic obstacles, and accommodation.
In contrast, it is probably safe to characterize the conventional wisdom in the United States as one that expects East Asian states to fear Chinese power and welcome U.S. power. The reluctance of East Asian states to clearly do so can prove frustrating to American observers. Thus, US observers are calling Japanese and Korean disputes over history and territory “indulgent squabbles” and proclaiming “enough is enough,” pushing our Asian allies to focus on priorities that Americans think are more important. An influential U.S. think tank released a report imploring Japanese and Korean leaders to “reexamine their bilateral ties through a realpolitik lens,” because it remains baffling to many Americans that these countries have more important priorities than dealing with an ostensible Chinese threat.
It may be that privately leaders in Washington are aware of this tension and do not view East Asia in such stark terms. However, it is also probably safe to say that one of the dominant themes in public discussion about the American pivot is an emphasis on U.S. military moves and tendency to view the region in zero-sum terms.
While renewed U.S. attention to the region is welcome, it is important that the American “rebalance toward Asia” not be framed or perceived as an either/or proposition, with regional states being forced to choose between the U.S. and China. The U.S. should devote as much attention to business and diplomatic issues as to military issues, and avoid viewing American interests in Asia in purely strategic terms. East Asian leaders and peoples are clearly telling us that while they share some U.S. concerns about China, they also have other serious concerns – such as continued economic growth; border control over migration, piracy, and trafficking; regional institution building and integration; and unresolved territorial and historical disputes.
Given the almost unquestioned imperative that America “lead from the front” and America’s unique role in the world, White’s argument is bound to be unpopular in the United States. But, as White points out, the real question is not primacy or leadership as an end in itself, but what goals does primacy serve? America will remain a rich and powerful country with a clear set of values that remain widely admired around the world – that will not change. Whether the United States must inevitably lead a balancing coalition against China is another question.
It may be that soon most East Asian countries make a clear choice and openly ask for U.S. primacy, and begin outright balancing against China. China and the U.S. may also divide up the region into two blocs. But neither has yet happened, and until it does, American observers and policymakers might be wise to consider how best to implement a strategy that retains U.S. influence in East Asia by addressing key issues and avoiding making regional countries take sides. The region still seems to see a pathway that avoids either the White choice or the balancing choice as optimal—and apparently as achievable. So in some senses, both are warning bells, but how decisions are made from here forward are important – nothing is inevitable.

David, thanks for a very thoughtful article and review of White’s book. I would agree with most of what is written here particularly the notion that Asian powers are playing a complicated game and are unwilling to take firm sides just yet. Since you don’t see even initial efforts at balancing underway, how do you read the following:
1) Singapore decision to service the US Navy at Changi Naval Base;
2) Vietnam’s increasing openness to US Navy ships at Cam Ranh Bay;
3) The Philippines decision to reopen Subic Bay and Clark Air Force base to US forces.

hi Vikash, thanks for your question. I often get asked “isn’t X an example of balancing?” And my answer is always the same: tell me your definition of balancing, and then tell me your definition of non-balancing. Only then can we decide in which box X belongs. Shameless plug: I spent a whole book trying to do that (China Rising, esp ch 3) so I will just sum up here that to me, balancing is preparations for possibly consequential military action against a known adversary. In the case of all three countries you’ve mentioned, since 1988 defense expenditures/GDP are down by 20% in Singapore (4.8% to 3.7%), and over 50% in Vietnam and the Philippines. Absolute spending has risen in each country of course, but I like the DefExp/GDP ratio better because it highlights the capacity of each country. To me, this trend of declining ratios of defense spending (evident in every country around the region except China, interestingly) means two things: first that these countries felt far more threatened 25 years ago; and second that if they do truly feel threatened, they have been willing to spend far more on defense than they are today. Until those numbers come up to Cold War levels, I’ll remain skeptical that they are truly planning for balancing.
A final point, which is one reason everyone should read Hugh White’s book. White goes into great detail about the conundrum the US and these countries face with abandonment/entrapment. For example, your question above might be implying that leaders in Hanoi believe that the occasional visit from a US warship is a credible U.S. commitment to intervene militarily on Vietnam’s behalf in event of a war with China. I know you’re not arguing that, and clearly Vietnamese leaders would be extraordinarily naive to think so. US leaders would be “irrational” to guarantee Vietnam’s security and thus get drawn into a war with China over Vietnam. Thus, these moves are diplomatic and symbolic, of course, but I hesitate to call balancing in any meaningful sense.
That’s a good alternate benchmark – using the ratio of defense spending to GDP. It contradicts the usual line that Asia is engaged in a major defense build-up: https://www.asianews.it/news-en/Despite-the-crisis,-Asian-defence-budgets-increase-four-folds-26100.html. So how would you respond to the growing absolute spending? Does seem kinda high (per that link), no?
hi Matthew, yup it’s a port city not an island. I was going to change that for the PacNet piece and then it slipped by. As to growing defense expenditures, there’s a big literature on that; including richer countries spend more on their military to modernize them, the issues of piracy, drug and human trafficking, and other issues that tend to be the day to day concerns of many countries, and of course longer term planning for contingencies as well.
Nice piece. The analysis makes a lot of sense to me, particularly when lined up with Acharya’s work on ASEAN values. My sense is that Asian leaders and societies want to avoid replaying Europe’s history if they can. RE: Vikash’s points, Only the Singapore move seems surprising (too strong a word perhaps). After all, Vietnam has a long history of rivalry/animosity with China and the Phillipines has historic ties with the US. Plus both have territorial disputes with China…
The Australian “island of Darwin”? Um, Darwin is a city with a population of around 130,000 located on the northern extremity of the Australian mainland. Maybe you should get your facts straight before you publish your opinions.

Nice to see you in the blogosphere and thanks for this great review of White. I
wasn’t aware of the book, but you’ve piqued my interest.
Anyway, I’ve always had two problems with this debate about whether East Asian
states are balancing or not balancing China. The first is the tendency to think
about strategies in Asia in binary terms: states are either balancing or not
balancing. Or they are balancing or bandwagoning. I get that sense even from
your review, even though I KNOW you don’t see balancing/bandwagoning as the
only two strategies – I’m thinking in particular of the figure in your China
Rising book where balancing and bandwagoning are two ends of a spectrum with
accommodation and hedging as in-between options (i remember this b/c I assigned
that book for my class tomorrow!). Most experts are probably aware that East
Asian relations are much more complex than just balancing/bandwagoning. But the
problem with putting balancing at the center of debate is that we’re left with
the impression that choices are binary. If anything, we should be
using “hedging” as the baseline for East Asian states rather than
balancing.
The other issue is an empirical one which Vikash already indirectly noted. You
can easily select statements, actions, reports etc…which would support
balancing or non-balancing. As researchers, we may even be biased to hone in on
certain statements and actions over others. Thus logistical support for the US
military from the Philippines, Australia, Singapore, Vietnam came to my mind
before the qualifying statements you provided from foreign leaders in Indonesia
or Australia. I suppose if anyone wanted to look into this more seriously,
they’d have to do a more systematic review of statements and actions over a
certain period of time, or examine ratios of defense spending/GDP as you
suggested
Finally, despite my reasons for wanting to move past the balancing debate, my
own take is that we will probably never see pure balancing against China. But
that doesn’t mean we won’t see signs of balancing or balancing tendencies which
we’ve been observing more of since the late 2000s.
